Safety Engineer (7/17/10)

This position is located South of Houston. This is a chemical manufacturer and they will relocate someone. This position reports to the EHS manager. Preference would be for a chemical engineer by degree, but will obviously consider any safety related degree with PSM experience. This is not a management position but it is a higher level position. It is a "role model" position on site. Must have 3+ years (non-negotiable) In plant chemical manufacturing experience.

The basic function of the Safety Engineer is to assist the EHS Manager in ensuring compliance with federal, state, and local safety and health regulations as well as developing and maintaining Health and Safety management systems as needed at the facility. The Safety Engineer will work with the EHS Manager and other department managers to accomplish the individual items specified below and to ensure that all plant activities are in compliance with safety, health and environmental rules and regulations. The Safety Engineer shall help the EHS Team maintain a service organization reputation throughout the plant site. Completion of a Bachelor's degree in Engineering is required. Minimum of three years experience in a health and safety or production/manufacturing environment. Within the limits of approved policies and budgets (both dollars and manpower), the Safety Engineer is responsible for and has authority to carry out the following duties. Assist in the development of plans, programs, and procedures to ensure a healthy and safe workplace. Act as a role model in regard to the plant safety rules and assist all other personnel to understand and follow the same rules.

Assist the EHS Manager in reviewing health and safety related regulations, and other written material. Create and revise plant safety policies, standards, rules and procedures as required. Provide guidance and support to all personnel concerning safety, health, industrial hygiene and fire protection. Promote a safe and healthy work environment by maintaining a strong relationship with employees and encourage a positive attitude about personnel safety and process safety. Act as the site Industrial Hygienist. Maintain IH program and oversee industrial hygiene surveys as necessary throughout the plant. Oversee IH monitoring, calculations, recordkeeping and reporting. Coordinate and facilitate incident investigations, and assist with trend analysis and proactive data support. Approve Material Safety Data Sheets for new products prior to purchase. Conduct New Employee Orientation and refresher training in various safety topics as needed. Assist in the maintenance of Contractor Safety Training material. Assist in annual Hazmat Training.

Oversee Process Safety Management Program. This includes oversight of Process Hazard Analysis, Layers of Protection Analysis, Management of Change, Operational Readiness Inspections, development of Process Safety Information, and providing input into written operating procedures.

Ensure that the emergency communications and response programs are maintained and functional at all levels at all times. Represent the company and maintain current knowledge of safety regulations and practices through participation in industry groups such as Texas Chemical Council. Serve as the VPP Coordinator for the site and help maintain the site's VPP Star status. Actively support practice in place programs, coordinate VPP task force and provide leadership and direction to task force members. Work with the EHS Manager for assistance as needed. Support Mechanical Integrity Program by designating Critical to Safety instrumentation, electrical programs, equipment, piping etc. Will practice Responsible Care through active participation and adherence to the guiding principles of the Responsible Care Management System.

Assist in maintaining RC14001 certification. Consult with the EHS Manager on all unusual and important matters and keep him/her informed as to the progress and performance against predetermined plans and budgets. Our firm is a third generation family owned bridge and marine contractor headquartered in the Southeastern United States. In business for over 75 years, the company works mainly in the Southeast. We perform work for both government and private entities and specialize in projects which involve a high degree of engineering and difficulty of construction as well as emergency response projects for railroads in particular. We employ approximately 275 people and normally have 10 to 12 projects in progress at any one time.

These activities will, in part, involve writing policies and practices to ensure regulatory compliance, performing and coordinating all employee training programs, hands-on involvement in waste management and in implementing safety programs and training. Requirements include a BS/MS in related technical area plus at least 5 years industrial EHS experience in chemical research and/or manufacturing facilities, demonstrated abilities in establishing safety practices and policies, experience in employee training, and thorough knowledge of relevant OSHA, EPA, ADEM, DEA, and DOT regulations. Preferred candidates will have certifications in related specialties (CHMM, CIH, CSP, etc). The candidate must have excellent interpersonal and communication skills (both written and verbal) and have a proven record in establishing good working relationships between departments. In addition, the candidate must be detail-oriented, highly organized, and able to maintain thorough and complete documentation of EHS-related records and documents.
